The reason Kubuntu went with that approach is because we wanted the
developers to directly interact with the bug reporter
instead of Kubuntu Developers trying to spend trying to reproduce the
bug and then reporting it upstream. That way if
the developer has any follow up questions, we don't have to waste time
following up with the end user with more questions.

Just thought I'd share some insight why Kubuntu has that policy in place :)
