If by triaging rights you mean the right to mark a bug as "triaged",
don't worry, I don't have it either (only members of the bug control
team have that right, as far as I know). 

But I can check if the user has used apport to file the bug, or ask
for more information, or see if the bug is filed against the
appropriate package, and a lot of other stuff. Check bugs for
responses to get an idea and the page for possible (and appropriate)
responses:
