Since there hasn't been a package created for hugday-tools since
Jaunty. It seems as though the script was moved over to the
ubuntu-qa-tools package. You could try installing it from ppa:utah/stable.

FWIW, I was able to edit the HugDay wiki page without having the
package installed.
