Libpng & ubuntu

Just a stupid question, why libpng in ubuntu isn't the latest one?
https://launchpad.net/ubuntu/precise/+source/libpng
ubuntu is at 1.2 but the latest is 1.5 in debian too (libpng15-15 in experimental)

could anybody please sinc this new package in precise?
