Teams in Ubuntu Bug Control

During UDS Oneiric we discussed[1] the membership policy for Ubuntu Bug
Control as it applies to teams.  We have decided that teams are still
able to apply for membership in Ubuntu Bug Control however in addition
to the previous requirements they must now also submit a list of
packages which they will be working on.  You can view the revised policy
at http://wiki.ubuntu.com/UbuntuBugControl.
