Creating a bug task for a specific release

I have updated the Status page [1] to reflect the restricted
operations. But, to our knowledge, there does not seem to be a block
on 'Fix Released'.

For the record, the following status changes are restricted:
 * moving to Triaged or WONTFIX
 * moving *from* WONTFIX
