Discussion about filing RFPs in Debian for Needs Packaging bugs

I added a meeting item for this, but wanted to give the backstory and
relative links in advanced so this can be a 5 minute discussion.

At UDS-M it was mentioned that RFPs rot in Debian for the most part.  I
sent an E-Mail [0] to debian-derivatives at l.d.o asking if we should
continue to create RFPs for needs-packaging bugs in Launchpad for Ubuntu
per current policy on wiki [1].  The response seemed vague and wanted to
bring this up to the team based on the responses if we should change the
policy or not.
