Make more apport hooks

I like the idea of using tags more since it won't require someone to update
the wiki with new apport requests. Adding a tag is also something that new
triagers can easily do, so that will help. An updated wiki page with
detailed instructions on how to create, test, and package hooks would be
nice though. The page that already exists (
https://wiki.ubuntu.com/Apport/DeveloperHowTo#Package%20Hooks) gives great
info on how to create a hook, but it doesn't detail how to package the hooks
and get them ready for use.
