Membership Policy

I've changed the Bug Squad membership policy in Launchpad so that
current members will be able to renew their own membership in the team.
This means that we'll no longer be seeing e-mails about people wanting
their membership in the team renewed.  

Thank you everyone for your patience during the team clean-up process!
