Updated /DebuggingGNOMEPowerManager wiki

Hi all,

I've updated the DebuggingGNOMEPowerManager wiki page[1] since it really
needed it and I've been doing a little g-p-m triaging lately. I don't
know that much about it, though, so there's a couple sections I wouldn't
mind someone more knowledgeable filling in:

1) "Sending Direct Commands to HAL" needs to be updated for karmic+. I
guess org.freedesktop.DeviceKit.Power commands [2] are the new way?

2) "Finding out why suspend or hibernate aren't offered" is a mess and
very out-of-date. Anybody know what the current path of checks is?

If nobody else knows these things, I'll try to dig around tomorrow or
Friday to fill it in.
