Proposed Wiki Style

Hey everyone!

After fighting with the formatting for a while, I finally found a way to
make the BugSquad wiki pages more closely match the awesome style Pedro came
up with for https://wiki.ubuntu.com/BugSquad

Unfortunately, there are some complications. In order to make the style
work, the Table of Contents needs to be manually made. As a result,
removing/adding sections will be more complicated than before when the TOC
was automatically created. The style is also different from most other wiki
pages, but I like it better so I don't think that is as big of a deal.

I applied the styling to https://wiki.ubuntu.com/Bugs/HowToTriage so
everyone can give feedback on whether we want to stick with the new style or
not. I'm willing to do the work to apply the style to the different pages, I
just want us to agree on the idea before I do any more. I can also add to
/HowToTriage so more headers are in the new style.
