varied and most can be used for different packages.

This is actually quite simple and mostly doesn't require extra packages.
Make sure the bug reporter has provided steps to reproduce the issue. If
not, request it[1] and mark the bug "Status: Incomplete" and subscribe
to the bug. If the steps are there, and you can reproduce the bug, then
mark the bug as "Status: Confirmed". If there are any notes you would
like to make, add a comment to the bug. This would already help out with
the many untouched bugs that are in "Status: New".

It happens that documentation is not properly updated sometimes. Truth
is, the process for restarting X has changed multiple times in just the
last few releases. To restart X without restarting the computer
entirely, in Ubuntu 9.04 and 9.10, check out the following
documentation[2]. If you point me to the confusing wiki document in
question, I would update that part to include a link to this page[2].
