Indeed, the flowchart should be updated.

I disagree here. If a bug needs an upstream task, it should be
completely set *before* marking the bug triaged.

Same. -controllers should *not* set a bug to triaged if it needs an
upstream task, or if it has an *empty* upstream task. The triaging work
is not complete, so "Triaged" does not apply.
