Closing the Bugsquad Team on Launchpad

Hello Folks,

On last UDS during the discussion of the Mentoring Program[1], we talked
about closing the Bugsquad Team[2], which until now it's an open one so
everybody can join, we have been collecting some stats and : 

* ~50% of the members has not signed the CoC
* ~48% has Karma 0 (Zero)

So as we thought, a lot of the members on the team seems to be icon
collectors rather than contributors and probably a good portion of the
others haven't read the Trigue Guide, but that's difficult to know.
Anyways, during that discussion at UDS we agreed on closing the team and
the requirements to join will be:

* Sign the Code of Conduct
* Read the Triage Guide
* Subscribe to the Bugsquad Mailing List

It's still a lot barrier of entry (lower than BugControl) but that would
help us to determine if we have real contributors or not. 

Brian is going to run an script setting an expiration date to 2010-03-02
for all the members who who haven't signed the CoC, Karma 0 and aren't
part of the Bugsquad mailing list. The docs are going to be updated as
well.

Since we expect to have a lot of request for renewals we are going to
need a few extra hands to deal with those, so if you're part of the
bugcontrol team and want to help to process the renewals, please contact
me or Brian (replying to this thread is ok as well).
