The problem is that apparently the new version of libavcodec-extra-52 is not yet available for you, but when it is, it REPLACES the unstripped one. The conflict is there to make sure that the unstripped package is removed from your system, so it is perfectly ok. (Try again later). On the other hand, the page https://wiki.ubuntu.com/BugSquadcontains no reference to a requirement to sign the code of conduct. This should be resolved to reflect your current policy. Try downloading 9.10 again when the official version will be out on October 29th, tomorrow that is.
