Patch Testing

The other week Brian Curtis mentioned an interest in learning how to
test patches that are included in bug reports.  I thought this would be
some useful documentation to write and that it fit well in working with
bugs with patches[1].  I've written the steps[2] that I perform to test
patches and move them further along the fixing process.  I've gone
through the process of testing patches a couple of times following that
documentation and it seems to work fairly well, but I'm biased!

If you are interested in reducing the quantity of unfixed bugs with
patches[3] or want to know how test patches - please use new wiki
page[2] to help you through the process.  I'm interested to hear what
people think and how it can be improved.
