What package to assign translation bug to?

After a little troubleshooting with the reporter of bug #384501, we found
that the bug is caused by the reporter's use of the Dutch translation
files.  The bug affects Totem, but if the reporter switches his language
settings to English, the bug goes away.  What package should this be
assigned to?
