Considering that Ubuntu is a large project with a lot of bugs and
volunteers triaging those bugs, its important that a bug task's status
get twiddled to one that accurately reflects the state of the bug.  This
ensures that the bug will show up on appropriate lists and multiple
people won't misspend time on it.
