Triaging python module upgrade failure from 8.04 to 8.10

Hi,

I just wanted to thank Jean-Baptiste Lallement for the great work he
is doing on the triage of update-manager bugs. I agree with him that
bugs that have:
"pycentral pkgprepare: not overwriting local files"

should be duped against the master #291262 - there is a ongoing
discussion if that is a bug in python-central or a user problem. I
think that it is a bug in python-central (and provided a patch) that
this behavior can not be overriden. For release-upgraes, I want to be
able to just overwrite everything that is locally installed into
/usr. This is what is going to happen for regular packages as well, if
a user has "hello" build from source and installed into prefix=/usr
then dpkg will overwrite all the files quite happily. I don't see why
python should handle this differently (or fail).

But no matter what the outcome of the discussion is (if its a bug of
python-central or a user problem) we should dup for now.
