Workflow Reports

There have been some recent discussions about what I'll call workflow
reports.  These are not really bug reports but Launchpad's bug tracking
system provides a convenient way to document, communicate and
collaborate on these work flows.  While these reports are the minority
I thought it would be useful if there was an easier way to identify
them.  Subsequently, I've written a greasemonkey script that will add
"This is a workflow report" to a bug's title for bugs with specific
teams subscribed and hopefully we can avoid 'fiddling with developer
bugs'.
