Well, yes and no... If it's reproduced/reproducible, it's confirmed,
but if it's missing info it's incomplete. :-)
I see nothing wrong with somebody marking the status as confirmed when
the problem is reproduced, if they don't know what information to ask
for to make the bug report complete.
