Both channels are quiet at some hours but certainly not empty. In
#ubuntu-bugs you should have at least seen activity from ubotu.

Thanks for providing the patch. I've had a free minute and applied the
patch to the svnmailer source and uploaded a fixed package to gutsy.

My IRC client lists nearly 100 users in #ubuntu-bugs (and nearly 150 in
#ubuntu-motu). Are you sure you were on Freenode?
