Launchpad bug workflow change

I have a concern that:

  Incomplete
  Invalid

Are, at a quick glance, easily confused, and triagers can easily choose
Invalid when they really mean Incomplete, and not notice the mistake
they've made. Actually, I'm worried about easily making that mistake myself.
