[Bug 79231] RFE: print bughelper version

Public bug reported:

bughelper should know which version it is. This information is useful
for debugging bughelper problems.

Invoked with -V it should either return
 * the bzr revision (parse  bzr log  , bonus points for using bzrlib directly)
 * the version of the installed package (parse  dpkg -l ), if it is no branch.
