One interesting idea would be to have the bug bot announce only a subset
of the new bugs being reported.  The no package bug day reminded us that
there are quite a few bugs submitted without a package and that this is 
a large blind spot for us.  Additionally, I think assigning bugs to a
package can be a relatively easy task and is a good starting point for
new triagers.  Subsequently, I'd like to see an experiment where the bug
bot only announced bugs without a package and see how that affects the
noise in #ubuntu-bugs.
