Bugs not in English

Very soon, the support tracker will allow people to write support
requests in their own language, and for people to look up support
requests to answer also in the language they can understand.

I think bugs will always just be in English, but support requests should
be in whatever language works.

The feature isn't available yet, but it's close to being ready.  I
expect we'll see it within the next few weeks.
