RFC: bughelper clue files

I just pushed some more work to ~dholbach/bughelper/bughelper.dev
      * fixed some small issues,
      * added a Relax NG schema, which represents the current design
        mentioned in the Wiki page,
      * added a tool called 'bugxml', which understands the options '-v'
        to validate a file against the schema and the option '-e' which
        simply escapes a given string, so it can be pasted into the XML
        file
      * added a README which can be a starting point for documentation
        and manpages, please keep it up to date.

Now you'll need python-libxml2.

It's a good time to comment on the whole idea now: the schema can be
easily changed, there's no code written yet to operate on the new .info
files. 

We need to sort this out, so we can 
      * go forward and 
      * write documentation and 
      * more importantly ask people to help out writing new .info files
        and
      * then get it packaged and uploaded for every day use.
