Veja o comando ethtool, o help dele é bem explicativo:

$ ethtool -h
ethtool version 6
Usage:
ethtool DEVNAME    Display standard information about device
        ethtool -s|--change DEVNAME    Change generic options
        [ speed 10|100|1000|2500|10000 ]
        [ duplex half|full ]
....

Mas não sei se isto fica gravado em algum arquivo para ser permanente ou se
vale apenas para a conexão atual.
