Baixe o tema na wiki, o link direto pra versão mais nova é:
https://wiki.ubuntu.com/Artwork/Incoming/Intrepid/NewWave?action=AttachFile&do=get&target=new-wave043.tar.gz

Agora, descompacte o arquivo pela interface gráfica, ou pelo comando:

tar -vzxf new-wave043.tar.gz

Entre na pasta criada, provavelmente *v0.4.

*Abra Sistema->Preferencias->Aparência

Agora arraste *NewWave_0.4.3.tar.gz *para a janela de aparência...

Pronto!
