$ rfkill unblock 3
$ rfkill list

but the result is the same. I open the settings panel, go to the Bluetooth tab, try to turn it on, the switch shows 'ON', but nothing changes. going away from this tab and back will show the switch 'OFF'

is there a command line tool I can turn on & off?

yes, this is the effect on clean boot as well, not just after a reboot
