[Merge] lp:~bluetooth/bluez/add-citrain-support into lp:~bluetooth/bluez/vivid-phone-overlay

The proposal to merge lp:~bluetooth/bluez/add-citrain-support into lp:~bluetooth/bluez/vivid-phone-overlay has been updated.

Description changed to:

This converts the build infrastructure of the bluez package to be compatible with the citrain build:

* Move from cdbs to debhelper
* Switch to bzr split mode
* Drop debian/watch file

This follows the general rules for citrain managed packages: https://wiki.ubuntu.com/DailyRelease/InlinePackaging
