[Bug 1419874] [NEW] krillin bluetooth discoverability enabled on boot

Public bug reported:

Using krillin rtm 228, the device is discoverable/can be paired -o over
bluetooth directly after boot (don't even need to unlock the greeter).
That seems like somewhat a security (and use extra power as well)
