[Bug 1166960] [NEW] bluetooth discovery: nothing if found

Public bug reported:

In 12.10 (as well as in 13.04 & 12.04) "Set up a new device" opens the
relevant window which searches & searches but finds nothing, though the
Android phone is but a meter away (and fully discoverable in Windows 7).
