Comment on Bluez list says Ubuntu should be using the configure options provided in bootstrap-configure.
Without this change Bluetooth 4.0 Low Energy profile support is not enabled.

./bootstrap && \
    ./configure --enable-maintainer-mode \
		--enable-debug \
		--prefix=/usr \
		--mandir=/usr/share/man \
		--sysconfdir=/etc \
		--localstatedir=/var \
		--libexecdir=/lib \
		--enable-health \
		--enable-tools \
		--enable-bccmd \
		--enable-dfutool \
		--enable-hid2hci \
		--enable-hidd \
		--enable-pand \
		--enable-dund \
		--enable-test \
		--enable-cups \
		--enable-dbusoob \
		--enable-maemo6 \
		--enable-pnat \
		--enable-sap \
		--enable-wiimote \
		--disable-pcmcia \
		--enable-gatt \
		--disable-datafiles $*
