Also affect me. I have common usb bluetooth  
lsusb:
Bus 002 Device 004: ID 1131:1004 Integrated System Solution Corp. Bluetooth Device

In notification area bluetooth icon appears when i plug bluetooth in.
I can turn it on and off, but in control-center there is nothing i can do, it stays dead.
So far that bug is on all kernels in Ubuntu 12.04 amd64.
