[Bug 942051] [NEW] Bluetooth Scan Does Not Show Available Devices

Public bug reported:
I have a functional bluetooth adapter, phone and headset but scanning
via the Gnome gui or Blueman app shows no available devices. I have
managed to to manually connect the devices with much effort. I have
confirmed this problem on both Ubuntu 11.10 (work) and 12.04 (home).
Hopefully the following information is helpful if there is anything else
I can add please let me know.
