As discussed on IRC, all Ubuntu systems are supposed to have a
/etc/init.d/.legacy-bootordering flag file telling update-rc.d (and
/etc/init.d/rc) not to use insserv/startpar, which will fail terribly on
Ubuntu. If this error has only just started happening for you, it seems
like something has removed this file from your system.
The code is all still in place in /var/lib/dpkg/info/sysv-
rc.{pre,post}inst to ensure the file is created for users on
upgrade/installation.
