[Bug 740090] [NEW] Bluetooth dongle requires restart of bluetooth service

Public bug reported:

Binary package hint: gnome-bluetooth

When inserting my bluetooth dongle the bluetooth applet appears, but is
greyed out.  When I click on the applet it just says, "Turn on
bluetooth".  If I click "Turn on Bluetooth" I get a dialog with a big
"Turn on Bluetooth" button but clicking the button does nothing.  If I
restart the bluetooth service, however, everything works again.  Seems
like a race condition to me.
