Bluetooth now working!
After installing updates 6/4/2011 to kernel 2.6.38-9.43 et al my bluetooth keyboard is now working. 
No more "sudo service bluetooth restart" required to get things working!

Thanks again to all those who worked to get this working.

Hardware: 
Dell Mini 9; Dlink DBT-120 dongle through a Kensington SD-100 docking station.
Bus 001 Device 015: ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)
