I confirm. Bluetooth is always disabled on boot, "/etc/init.d/bluetooth
restart" enables it. Until then KDE is unable to work with it and says
there is no bluetooth adapter found.

Linux xxxxx 2.6.38-8-generic #42-Ubuntu SMP Mon Apr 11 03:31:24 UTC 2011
x86_64 x86_64 x86_64 GNU/Linux

~$ lsmod|grep blue
bluetooth 72448 9 rfcomm,sco,bnep,l2cap,btusb

~$ rfkill list
0: Toshiba Bluetooth: Bluetooth
        Soft blocked: no
        Hard blocked: no
