[Bug 822705] [NEW] Bluetooth appears enabled in the panel when hardware is disabled

My Acer Aspire 1810TZ has a hardware switch to disable bluetooth. When I
boot with Bluetooth turned off it appears as if it is on in the panel
and I have the option to disable. When I open bluetooth preferences it
correctly tells me bluetooth is off. It should appear disabled when I
boot.
