When the bluetooth is off, the bluetooth icon context-menu in gnome-
panel indicator applet shows wrong menu items (it shows options as if
bluetooth was on, but the bluetooth is actually off).

If you click on "Turn Off Bluetooth", bluetooth gets turned on.
