I no longer think this is a software bug.  I booted my Mac with the 9.04
live CD and paired the devices with the Mac's built-in Bluetooth adapter
and they worked perfectly and paired quickly.  Then, I shut down my
Linux box and unplugged and replugged the USB dongle and USB hub, then
booted.  Now I was able to pair each device quickly and correctly.

So it seems that this was a hardware problem in which the dongle or the
USB hub had come partially unplugged.  This was a tricky hardware
problem, because the connection was still made and Linux still
recognized the device and it worked partially (it was able to see the
USB devices, just not communicate with them correctly), but apparently
there was enough interference that it was not able to function fully.
