bluez version: 4.51-0ubuntu2

Expected behaviour:
Bluetooth is switched of on shutdown. If I restart my laptop, bluetooth sould still be turned off.

Actual behaviour: 
Bluetooth is turned on every time I start my laptop - independent on the settings during the last shutdown.
