I have the same problem the file /etc/default/bluetooth is missing after upgrade from 9.04 to 9.10.
In 9.04 I had customized the file to enable the Logitech kb and mouse. 

Now I can't switch the Logitech USB Bluetooth dongle from HID to HCI
mode and I can't connect the cellphone.
