I used to connect to my bluetooth phone as a regular user using

$ rfcomm connect 0

after upgrading to Jaunty (9.04) I get:

$ rfcomm connect 0
Can't open RFCOMM device: Permission denied

/var/syslog reports

attached is the contents of /etc/bluetooth/rfcomm.conf
