Public bug reported:

Binary package hint: bluez-utils

The blues-utils preinst only triggers on "configure", but preinst will only ever be called with "install" or "upgrade".  Also, shouldn't the conffile be checked for modification before being deleted?  Besides the one config, it seems the package still believes it owns the following conffiles:
/etc/bluetooth/hcid.conf
/etc/modprobe.d/bluez
/etc/modutils/bluez
