using suspend from the shutdown menu after using the pscan command .
mouse working.

dmesg shows

restarting tasks ... done.
input: Microsoft Bluetooth Notebook Mouse 5000 as /devices/pci0000:00/ld.1/usb2/2-2/2-2:1.0/bluetooth/hci0:11/input16

can't really test rc.local use of pscan on a live cd
