It is looking like blueman isn't detecting your adapter when with the
newer packages.  I don't believe there were any API changes lately, so
lets go through this stuff to debug:

Can you go back to the newer package and try to determine the following
from a cold boot:

1) Is btusb getting loaded?
2) Is the bluetoothd process running?
3) Is the adapter up?   You can check from this command:
$hciconfig
4) Does gnome-bluetooth work properly?
