[Bug 411057] [NEW] bluetooth-applet icon knows if bluetooth is on, nothing else does

Public bug reported:

Binary package hint: gnome-bluetooth

If something external to bluetooth-applet changes the rfkill state of
bluetooth (such as the 'rfkill' command), the icon displayed in the
panel is updated accordingly, but the menu items are not.  The pulldown
menu will still say 'Turn On Bluetooth' even if it's already on and the
icon reflects this.
